Technically any program (spyware is a program too) can open your cookies, because cookies is just a text files which can be viewed even with Notepad. So its very easy to steal cookie. However, what it gives?
First of all spyware that steal your cookies can find out almost all web sites that you visited (because almost all web sites leave cookies on your PC). Its like a browsing history with dates and addresses, but retreived from cookies. You cant hide this information, you only can remove cookies.
Next important thing that spyware can steal is a content of cookies. And this is real danger. If web site (online bank, for example) encrypts cookie with some security algorithm you should not worry about anything. But if web site doesn't encrypt cookie (some stores, forums, some email providers) cookie can contain your login and password, your shopping cart content, credit card information and anything else. No need to say what can happen.
Summary.
If spyware or some person can get access to your cookies they can find something like your browsing history: date, time and web page address visited. Solution: delete cookies.
If cookie is not encrypted by the web site it can contain many personal information that you have provided to that web site. Anything can be stolen from cookies only if web site stores information not encrypted.
How you can find if the cookie encrypted or not?
There is no technical way and no program that can do it for you. You only can contact webmaster of that web site and ask him directly, because only he knows how cookies from his web site are served and managed.
Does cookies received from SSL connection encrypted?
Such cookies encrypted with SSL during transmission only. When they put on your PC they acts like usual cookie with encrypted/non-encrypted content.
